THE CONSTITUTION

ISLAH PARTY OF PAKISTAN

 

IN THE NAME OF ALLAH, MOST GRACIOUS, MOST MERCIFUL

The Country is at the verge of bankruptcy. Economy has failed. Leaders of this country have lost their creditability. Crime and lawlessness has become out of control in most parts of the country. Sick Industrial units are everywhere and no one is ready for accepting their responsibility. Social structural institutions are near to their extinction. Morals are way down. National tax money and foreign loans are being used mostly in non-productive sectors and its major portion goes towards administrative costs rather than the actual use. The people are highly insecure and pushed up to a point where a great majority of our countrymen has lost their touch to distinguish between right from wrong. This has become a battleground for their very survival. Current political parties have no visible agenda. They have no answers as to how their plans are going to be implemented? What studies have been conducted on those issues in similar circumstances in the same Geo-political and economic background? No political party’s agenda addresses as to why, what, when, where and how their charters, if any, will be implemented and in what time frame? Our Country has become everyone’s experimental test ground. How can any country with living people afford the luxury to become a test site for those experiments, which are never tested anywhere else. Politics has become a dirty word. Opposition party’s loyalty towards the nation is discredited by all means by the persons in power. Irresponsible statements are flashed in the international media without consultation with experts and sometimes-indecent language is used in cheep politics to discredit the opponents instead of responsible, civilized and decent diplomatic responses. Statements on numbers are given without referring to their source of origin and proper homework. New jobs are virtually non-existent. Human dignity is undermined by discrimination in all phases of life. Our currency value is declining with an alarming rate. The Nation has lost their hope and now they are looking forward for a change. A change for peace, prosperity, personal & economic security to uplift their social structure in all phases of life. We Pakistani’s living abroad feel this pain, many times greater, because we start comparing as soon as we see better options in foreign lands and we also realize that we can repay our Nation by bring in, better ideas back home. We have been serving our nation with foreign exchange, good reputation and have emerged successful in every field wherever we have been put through, and now it is time to end games and start serving our people will healthy, decent politics equipped with internationally matching skills to counteract & interact in our own unique new world order. We will only make those commitments & promises, which can be kept and delivered. Prophet Mohammed PBUH will be our roll model and we will seek guidance from Allah to bless us and raise us amongst Nations to the top, and Glorify us once again as you Glorified us in the past, and let us serve our Nation, the way they deserve in this new time. We will Inshaallah come out victorious as a strong Nation by delivering education, peace, socio-economic strength according to our agenda with honor dignity and justice. Inshaallah.

  1. Name:
  2. The name of this Political Party will be Islah Party of Pakistan also called IPP and referred herein as Party.

  3. Objectives:
  4. The aims and objectives of this political party is to participate in the political process of The Islamic Republic of Pakistan through its General elections and work for the development of the country by implementing its manifesto. The manuscript of manifesto may be treated as part of this constitution.

  5. Headquarters:

The party will have its permanent headquarter in Islamabad, Pakistan but initially it will be operated from the Silicon Valley San Jose California USA or any other place or places as proposed from time to time by the central executive committee.

  1. Composition:

The Party will be comprised of the following offices:

  1. Council of founders:
  2. This body will consist of its three founding members and will be, "the supreme body" responsible for designing policies, to run the party & its ongoing affairs.

  3. The President:
  4. The President will preside over all meetings as chief executive officer of the central executive committee and will be responsible to perform such acts and functions as vested in him as President of this party in accordance with the provisions of this constitution.

  5. Term of office
  6. President will cease to hold his office after his term of three years in office unless he is removed either by the central executive committee by � majority or by the council of founders by simple majority, or dies before his term is over. He may hold his office after re-election and there is no bar on the number of re-election.

  7. Senior Vice President:
  8. The Senior Vice President will be responsible to perform his duties & obligations while using his powers vested in him as Senior Vice President in accordance with the provisions of this constitution.

  9. Term of office
  10. Senior Vice President will cease to hold his office after his term of three years in office unless he is removed either by the central executive committee by � majority or by the council of founders by simple majority, or dies before his term is over. He may hold his office after re-election and there is no bar on the number of re-election.

  11. Joint President:
  12. The Joint President will be responsible to perform his duties and obligations as a coordinator between Additional Vice Presidents from each province, using his powers vested in him as Joint Vice President in accordance with the provisions of this constitution.

  13. Term of office
  14. Joint President will cease to hold his office after his term of three years in office unless he is removed either by the central executive committee by � majority or by the council of founders by simple majority, or dies before his term is over. He may hold his office after re-election and there is no bar on the number of re-election.

  15. Additional Vice Presidents:
  16. There will be four Additional Vice Presidents one from each Province, who will be Ex-officio Presidents of their respective Province and will use their powers and perform such functions as Additional Vice President in the central administration of the party in accordance with the provisions of this constitution.

  17. Term of office
  18. Additional Vice Presidents will cease to hold their offices after their term of three years in office unless they are or any one of them is removed either by the central executive committee by � majority or by the council of founders by simple majority, or dies before his term is over. They may hold their office after re-election and there is no bar on the number of re-election.

  19. General Secretary:
  20. The General secretary will be responsible to perform such functions as General Secretary of the party as provided in this constitution.

  21. Term of office
  22. The General Secretary will cease to hold his office after his term of three years in office unless he is removed either by the central executive committee by � majority or by the council of founders by simple majority, or dies before his term is over. He may hold his office after re-election and there is no bar on the number of re-election.

  23. Joint Secretary:
  24. The Joint Secretary will perform such functions as described in the constitution and act as a coordinator between Additional Secretaries from each province.

  25. Term of office
  26. The Joint Secretary will cease to hold his office after his term of three years in office unless he is removed either by the central executive committee by � majority or by the council of founders by simple majority, or dies before his term is over. He may hold his office after re-election and there is no bar on the number of re-election.

  27. Additional Secretaries:
  28. There will be four Additional Vice Presidents, one from each province, who will as such be the general secretaries of their respective province. They will perform their duties as described in this constitution.

  29. Term of office
  30. The Additional Secretaries will cease to hold their respective offices after the term of three years in office unless any one of them is removed either by the central executive committee by � majority or by the council of founders by simple majority, or dies before his term is over. They may hold their office after re-election and there is no bar on the number of re-election.

  31. Senior Finance Secretary:
  32. The Senior Finance Secretary will be responsible to perform his duties & obligations while using his powers vested in him as Senior Finance Secretary in accordance with the provisions of this constitution.

  33. Term of office
  34. The Senior Finance Secretary will cease to hold his office after his term of three years in office unless he is removed either by the central executive committee by � majority or by the council of founders by simple majority, or dies before his term is over. He may hold his office after re-election and there is no bar on the number of re-election.

  35. Joint Finance Secretary:
  36. The Joint Finance Secretary will perform such functions as described in the constitution and act as a coordinator between Additional Finance Secretaries from each province.

  37. Term of office
  38. The Joint Finance Secretary will cease to hold his office after his term of three years in office unless he is removed either by the central executive committee by � majority or by the council of founders by simple majority, or dies before his term is over. He may hold his office after re-election and there is no bar on the number of re-election.

  39. Additional Finance Secretaries:
  40. There will be four Additional Finance Secretaries, one from each province, who will as such be the Finance Secretaries of their respective province. They will perform their duties as described in this constitution.

  41. Term of office
  42. The Additional Finance Secretaries will cease to hold their office after the term of three years in office unless any one of them is removed either by the central executive committee by � majority or by the council of founders by simple majority, or dies before his term is over. They may hold their office after re-election and there is no bar on the number of re-election.

  43. Secretary Oversees Affairs:
  44. Secretary oversees affairs will constitute its body as designed by the Council of founders, and will make necessary changes from time to time as necessary with the approval of COF.

  45. Term of office
  46. The Secretary oversees Affairs will cease to hold his office after his term of one year in office unless he is removed either by the central executive committee by � majority or by the council of founders by simple majority, or dies before his term is over. He may hold his office after re-election and there is no bar on the number of re-election.

  47. Secretary Home Affairs:
  48. Secretary Home Affairs will perform strategic role as designed by COF and will act as a coordinator between Additional Home secretaries from each province.

  49. Term of office
  50. The Secretary Home Affairs will cease to hold his office after his term of two years in office unless he is removed either by the central executive committee by � majority or by the council of founders by simple majority, or dies before his term is over. He may hold his office after re-election and there is no bar on the number of re-election.

  51. Additional Home Secretaries:
  52. There will be four Additional Home Secretaries, one from each province, who will as such be the Home Secretaries of their respective province. They will perform their duties as designed by the COF.

  53. Term of office
  54. The Additional Home Secretaries will cease to hold their offices after their term of two years in office unless they are removed either by the central executive committee by � majority or by the council of founders by simple majority, or dies before his term is over. They may hold their offices after re-election and there is no bar on the number of re-election.

  55. The Central Executive Board:

The Central Executive Board will be comprised of Council of founders, The President, Senior Vice President, Vice President, Joint Vice President, All additional Vice Presidents, General Secretary, Joint Secretary, All Additional Secretaries, Senior Finance Secretary, Joint Finance Secretary, All Additional Finance Secretaries, Secretary Oversees Affairs, Secretary Home Affairs, All additional Secretaries Home Affairs and 22 members of think tanks from 11 study Groups (two from each group) as directed by COF. The CEB will perform its function in executing those policies both in its central administration as well as in all its satellite units inside the country or abroad.

  1. Main objectives:
  2. Islah party will endever to achieve its objectives as adopted by its council of founders in their mamifesto and will add more to it according to the emerging needs of further Islah based on the feedback of the people of Pakistan.

  3. Elections:
  4. The party will have its elections six months after its registration with the Chief Election Commissioner, except for its nominated members as think tanks and the member of its Council of Founders. The party will have their General party elections after every three years thereafter or as specified in this constitution.

  5. Amendments:
  6. Amendments could be made by simple majority from time to time in order to improve the performance of the Party by the central executive committee however specific policy matters written in the party manuscript of objectives would need a unanimous vote from the council of founders to change. Additions will not be treated as amendments unless they are in conflict with the basic provisions as mentioned in the manuscript of objectives.

  7. Quorum:
  8. A 50% Quorum will be essential to hold any meeting at any level.

  9. Special meetings:
  10. Unguent meetings could be held with the approval of the council of founders with a three-day notice. In normal circumstances any meeting could be called with a fifteen days notice.

  11. Annual Meetings:
  12. The Party shall have an annual meeting at the time and place as specified by the council of founders to review their progress, annual audit and other related matters.

  13. Source of Income:
  14. Beside public support in the form of donations, the Party will bring new industrial units in the country to, not only generate funds for the party but also to create new jobs for our fellow countrymen and take part in the progress of the country.

  15. Salaries to the office bearers:

Office bearers will be given salaries as prescribed from time to time according to their office and nature of their work.

11. Audit:

The audit will be conducted annually at the end of July of every year, which will be our fiscul year and proper taxes will be paid to the government according to law.

Jobs for every adult, social security allowance for every senior and education for every child is our prime goal.
